when the server is found before that 3:27 mark, it will always be full.
u just fail to find these players.
once u hit that 3:27 mark, it will open a new server. usually no or only very little players will be present there

His incorrect is incorrect.
3:22 is solo lobby mark, but even then it is not guaranteed. Game tries to match you with several players, but at 3:22 it will throw you in with another 1 player or solo.
3:27 is extended queue time when new people have entered the queue but game wants to wait a little longer. That said they may still abandon and then you are alone at 3:27.
When you join instantly, it might be the 3:27 or 3:22 for that other 1 or 2 players the you find.

It's different on island day though, search queue on that one is longer, something over 4 minutes but I am not sure, it's very rarely empty.

I just played an AMAZING round of Ghosts Of Tabor with my friend, we ran a purple keycard room, the one at the prison, we got guns we’ve never seen and he got a Ragnar backpack and the first best that protects your arms neck and legs, we grabbed a few more things, I got 2 GPU’s, we went to exfil, stood at the exfil for 2 seconds and just insta died, no damage taken, both died in perfect sync

In PvP it's a chance to spawn when there are at least 6 people at the start of the raid. It can spawn anywhere from 5 minutes after raid starts to last 10.
In PvE same but needs at least 2 people.

any % are guestimates. The spawn rate/chance/whatever can be and has been changed by CW at any time at will.

Scott's plan is to slowly increase scav difficulty to condition everyone to scavs being an actual threat. This is a reaction to initial timmy outrage on day 1 of this wipe, having too much skill issue.
M16 scavs being accurate and VSS scavs having full auto is probably part of the larger plan and the slow rollout of changes, bringin scavs back to day 1 level.

I still say that this along with some other changes, like gun jamming and more difficult healing system, will just annihilate large playerbase who came and stayed for the more casual game. But it's Scott's game and he can do whatever he wants with it 🤷‍♂️
