Whether there are skull spawns on island is debatable. The only proof we've seen is one video which is far from adequate as another player got to it first, and was killed next to it so could have dropped it. If you ask why someone would bring a skull into a raid, accident.

To make something found in raid, take it on a raid -> extract -> turn it in

5. Select the trader who wants the quest item and turn in the quest.
6. Return to the mission select screen to complete active finished quest.
