It's mainly trying to make BRC into a viable option for the End Game

With Exosuit / Skat9 / Nosorog / Exo will having their BR Class increased, they'll be a lot more consistent against Factions who use AP
Non-Pen shots will apply a 35% Damage Reduction which can increase with Belt items

Think about it as Armor that provides a lot of protection with low investment, but won't be able to do more compared to Armor with increased Belt Slots
