files and ramrods might not be repair tools themselves anymore, but they ARE crafting components for the A, B, C, D cleaning kits which work the same way.

and crafting one gives you 5 charges, so it's actually not much more expensive

you can't have an endless box of files and ramrods that work on all weapons, you just have to craft them into kits for the specific gun you're repairing
