if the weapon part is under 60%, it's effectively no different from one at 10% and you just get rid of them in some way. Same for armor parts that aren't used for recipes except at 50%

there's extreme niche cases for them if you're trying to lower the jam chance on a weapon you're willing to use but incapable of repairing, or the slim chance that swapping a 10% armor part for a 30% armor part is the difference between you being able to use a repair kit on an armor, but in 99% of cases if it's under the repairable limit and you can't craft anything with it, you ditch it
