It's a thing about Stealth

They have X-Ray vision

I've had NPCs within melee range when moving through areas with the exclusion set to 100 so I was wondering, might have been an NPC squad that transitioned recently and was setup right there then. Thank you

I'm not sure how consistent it is, so there might be some where they spawn under you. But when npcs switch areas they won't arrive at the same point we do, you can see them coming from much further past the point where we'd trigger a level transition (I guess so we don't see them blinking in and out of existence)

From what I've seen they won't attack you from past the transition at least

unless the mercs were just feeling gentle that day
