It's the new DOF (Depth Of Field) effect.
You can turn it off:
1) Open the game.
2) Go in Mod Configuration Menu.
3) Search SSS Settings.
4) Disable whatever options you don't like and/or move sliders to the left.

If these steps don't work and DOF remains enabled, press ~, type r2_dof_enable off and hit Enter.

The busyhands is the name of a bug that among other things prevents the player from interacting with objects or the weapons player holds.

If you can't:

• use your weapon or reload
• open your inventory
• drink/eat/sleep or otherwise interact with items you have
• correctly see your HUD in the bottom left corner, and it appears like everything is at 0 and it's all red
• transition between locations

Then it means your save file is affected by busyhands. The only known way to fix this is by loading an earlier save that was made before any of the things mentioned above started happening.
It is believed that the most common causes of this bug happening in the first place are:

• Enabling mod Turn this on if you stutter in Mod Organizer (or auto_switch_distance_start value being manually changed).
  ⬆️ If you're using this mod - follow !busyfix ⬆️
• Enabling disabled animations, or adding new animations with custom mods

Certified DISABLED ANIMATIONS that bring busyhands if you enable them:

• Opening/closing backpack and any option related to this
• Skinning mutants
• Disassembling objects with Left-Alt pressed
• Picking up objects where you can see the hand movement

So I'm having an issue with the quest Last Dawn:Destroy the military and seize the machineyard. There is no military left and clear sky guys and just chillin walking around. Reloaded the game multiple times and traveled to and from different zones with no luck. Walked around to search for leftover military and nothing there either. You need to enable a mod in MO2: Quick Companion Teleport

When you're in game, press J. Be sure to be close to them, 200m is the maximum distance you can be far from them, don't go over 300m.
Also, if their health bar is grey, that means that you're far from them and they won't "hear" you.
You'll need to get more close to them, sometimes you'll need to be right next to them in order to "teleport" them.

If you already updated to 1.5.2 and still having problems, it means you did something wrong.

2. Open the zip, you'll see 4 folders and a text file

Hallelujah. For anyone getting the walther_close CTD, you simply need to delete the following files from the Gunslinger mod:
w_walther.ltx and w_glock.ltx

You're basically removing the Gunslinger versions of the weapons, and it fixes the issue for now.

Hey I'm having problems running stalker Gamma at 60 fps I just installed it last night I have all the mods and I followed it step by step and the game runs perfectly only that its stuck on 30 fps I made sure the fps limit was 0 but it was still at 30 so I bumped it up to 120 still nothing I tried reducing the quality but it still stayed at 30 fps.

If by default the logo is IE, it would basically mean that your computer tries to launch it through IE, and not through 7zip. So clearly there's a problem there at first mate
