To get a yellow stash, finish 7 tasks, then keep doing things that will get you stash coordinates (e.g. more tasks, opening PDAs, looting bodies). You get a 50% chance of receiving a yellow stash each time. This resets upon finding a yellow stash - then you need to do 7 more tasks, and look for more stash coordinates afterwards.

Basically, turn on a monitor. If you see your ram usage going to 100, dropping to 95, going back to 100, etc, then your ram is likely a bottleneck especially if that couincides with when you are stuttering
