that was his take during brawl, thats NOT his take now, the fact that there were balance changes specifically based off tournament results proves otherwise. Steve is a technical character so it took a while to figure him out and by the time most people figured him out the patches were already long done, same for kazuya. Those characters werent super prevalent until patches were long done. Literally up until fighters pass 2, balance in ultimate was unironically good,felt like you could win with anyone but the game still had clearly lined out top / bottom tiers.
