Power doesn't work like you think it does.

The reactors provide an input when they are not fully charged, when your base is fully charged, only one reactor is drained at the time, and what you built first is drained first.

So if you build a bunch of solar panels, then a bioreactor, the bioreactor won't be drained unless you're really energy-intensive.
