'Creature egg' cannot be put in time capsule, but after hatching similar egg to learn what it is, you can put identified eggs in time capsules. And also about your message on stasis rifle, it definitely can be put in time capsule; several players have gotten stasis rifle from time capsules.

You can always reactivate any beacon you've ever seen with the exception of the Sunbeam beacon unless that was changed in a recent update.

As for when you should build a base, it's when you feel like you need more storage than is currently available to you or when you just want to build a base. Ultimately, there is nothing guiding you except eventually trying to beat the game.
