Southwest. But Grassy Plateaus is the best choice indeed. For a few reasons. You're still at the center of the map, it's deep enough to be able to park your big submarine, or expand your base. If you're near lifepod 17 your scanner room will pick up resources in the Jellyshroom cave as well.
