You can theoretically parkour you way in, although since the last update, parkour has become much more tricky to pull off
There are plenty of propulsion cannon fragments in boxes on the crash zone seabed, located not far from where you’ll be going (on the same side of the lifepod, where it’s safe from reapers, just don’t go to the front or back). You can also find propulsion cannon fragments in wrecks in grassy plateaus

In other words it’s easy to unlock the prop cannon, you just need to scan fragments
