Swimcharge Fins give 0 speed boost, but allow your Seaglide to last forever. Ultra Glide Fins give you a huge boost, but the Seaglide ignores it.

I guess if you don’t use your sea glide, then they would be good, but I just find that my sea glide is a must have for my inventory

Overall, the Swimcharge is only useful if you use the seaglide a lot, and chances are, you don't use it a bunch, because you're in vehicles most of the time.
