With prox chat enabled they can broadcast a message.

Twitch tells you on the drops page. under each one it says how to earn the drop and if its exclusive to a set streamer it will give a link to their page. e.g. "including /sg_vigilante"
For the ones that are anyone theres simply a link to filter out streamers without drops enabled (any streamer can enable them i believe) All it does it looks for drops enabled tag

the exclusively silver one is the one that any streamer with drops enabled will be in.
