The basic info in the pinned faq ( based on dev comments in #❓│old-team-answers-pre-alpha ) is that you won't be tied to a server .. so, seeing as your life will be the game, I doubt they will make you make a character everytime they put you on a server. They might be keeping player info and active server info separate so the flow of information is easier. Thats based on my interpretation of what I have read on their site and in the document.
