You can use any controller that is windows compatible - they make PC specific controllers that you can get pretty much everywhere

I use a DualSense on my PC. I miss the haptic support but otherwise it's nice.

All I can really say is that monetization methods don't always dictate the delivery of content or the decisions a company will make. I've seen subs, FtP and BtP all botched by not providing the things players would expect from them.
