In traditional servers, everyone's hosted on the same set of hardware. You can't cross-talk between servers, and the set of people present on your server stays the same no matter where you go.
Pros:

• Hardlocked community
• Big gatherings are both possible, and crippling to server performance
• You see the same people constantly

The more modern implementation is layers/sharding - multiple servers share the load of hosting players, and you're shown a random selection of people who happen to be in the same area of the map. Players move around between servers (or within separate instances) constantly, depending on load.
Pros:

• Way better for performance, since you can limit how many people each player "sees"
• Challenging to implement, but easier to support
• No big gatherings, but far fewer server crashes
• You will never see the same person twice
