I think it's down to interpretation at this point but what I have gathered from Todd Howard's interviews is that it's a new engine that does borrow some things from the old one

Granted, the only unsavory experiences I had were with some of the other international students. XD Bleh.

that's an interesting narrative, because if you watch japanese (and some other asian media in general) content, you will often see that they want to be seen as provocative or more bold, and disappointed that they are being considered cute by their love interest for example.
