Not necessarily, WoW for example has very few systems in place by the devs that make it RP friendly. Most of the RP stuff comes via addons

They classify it as RP but the most interaction you get is being able to sit on the chair.

There's a problem with that type of system. It restricts people from actually being able to farm because they just plant (and maybe water) for a week to get like a couple materials.
