In a cozy game, balance is important. Bug catching isn't everyone's favorite thing to do, and tbh lures with a ton of people can be super overstimulating and anxiety-inducing for some people. Even if the amphibious anomaly wasn't considered an exploit, it still would've needed to be addressed in one way or another to balance it with other skills.

Best fishing is right after hotpot. You get the bonus for fishing with others. Oh and then there's that tiny puddle at the mansion, fish can't really swim too far to the sides of you position correctly so it's pretty easy to get big goldfish

So as you progress through the tutorial you should eventually get your makeshift belt, this will give you smoke bombs. Throw the smoke bomb at the butterfly when it is stunned you can pick it up.
