You think they would stop flooding the underground with activities, since servers are 25 cap and it messes with market hops, hot pot and trading. Kilima has alot of unused areas that would be more ideal and could still be gated (even though the underground isn't actually gated off and the trading quest no one read anyways)

Have you looked into GeForce Now? It's a free app that allows you to play higher demand games by streaming them live to your computer via the GeForce servers. You can only play for an hour session at a time before needing to relog and watch a couple ads & wait in a queue, but as someone who's life changed when I switched over to playing on GFN on my crappy lappy tappy, I highly suggest trying it out!
