It could either be a bug with your building or there's something in the way. You can try removing a room and seeing if you can attach it to another building to be sure the room you're trying to connect it to isn't experiencing a bug, or try adding a hallway between them if the design is flexible.

||Fireworks arrow is a reward received after completing the Family Memento quest for both Najuma & Hodari, You must have lvl 4 friendship with Najuma for this quest to be unlocked/triggered. Once you reach lvl 4 with najuma you can go to Remembrance Garden and you will find family photo , you then take that and return it to hodari. You will easily locate it nearby or on Leta Pavel Shrine whom was Najumas mom. You will only receive 5 arrows. just save them and really might only ever want to give one to hassian initially to boost friendship with him. Because we only receive 5, just ignore weekly wants for this item. substitute it for others Hassian or other villagers like rather. Hope this helps.||
