it's not rare persay, but it spawns around dusk in grassy areas, and it's a singular bulb, it's easier to spot at dusk, dawn, and night.

I have better luck in bahari for garlic, but you need to make sure your harvesting other plants (ie sundrops) to encourage faster respawns of the forgeable spots.
