It's worth noting that this study have been conducted many times, but this is the first one to be conducted, it concluded that there is 98% similarity in the DNA between us and the Chimpanzees.

1. In this study the total amount of DNA sequence analyzed was 3,000,286 bp, Out of 3.0 Gb (3 million DNA sequence), so it's about 0.001 analyzed Chimpanze genomes.
2. The researchers who conducted the study noticed "we have determined ∼3 Mb from >10,000 regions in the chimpanzee genome. About two thirds could be unambiguously aligned to DNA sequences in humans", while "Twenty-eight percent of the total amount of sequence was excluded from the analysis", that leaves us with approximately 38% of the whole DNA sequence.
3. You then later discover that "For 7% of the chimpanzee sequences, no region with similarity could be detected in the human genome.", so they also excluded those, so about 31% now.
4. The software used to analyze those samples is called "BLAT", this software is similar to "BLAST", both are algorithms built on the assumption of evolution according to "Bioinformatics and Functional Genomics" book which is the official book for bioinformatics is being taught in most the universities in the world.
   There are other things and I can get in more details, showing the exact DNA sequences and how dissimilar they are, but I don't wanna get verbose.
   Other studies exist which conclude ranging from 99% similarity, all the way to 23%. Anyhow, now let's question, does the similarities between DNAs are any indication for evolution? The answer is a big NO, according to Nature, there is 99% DNA similarity between humans and one type of rats, we share over 50% of DNA similarities with bananas, does it mean we are bananas?

So a short response to your claim, NO, 96% of our DNA is not in any way shape or form identical to Chimpanzees, no offense, but for someone who knows how DNAs, inheritance, and other biological processes work, it's laughable.
