The archon war of Inazuma was won by twin gods, Makoto (Baal) and Ei (Beelzebul). They ruled interchangeably, and Ei was considered a ‘kagemusha’, a shadow puppet for Makoto.

However, during the battle of Khaenri’ah, Makoto died. This left Ei grieving and wanting Inazuma to stay eternally the same.

So, she developed a clone body for herself — the first prototype failed and wandered Inazuma as a man, only to be taken in by the Fatui and be re-engineered to become the Balladeer, aka Scaramouche. Ei then made a clone in the exact image of herself, and gave the clone a single purpose: Eternity for the land of Inazuma. This clone, being essentially robotic, kept doing what it believed the best course of action was, and thus was led to believe that seizing all visions would lead to eternity.

The Fatui, who already has experience in robotics cough Katheryne cough (my theory is that Tsaritsa knows robotics in some way) thus took over and made the vision hunt decree.

unless Lesser meant it's for the Dendro Archon replacement (aka the youngest Archon at 500 years old), so that's why they use that
