this is based off my expeirence with another game so it might not work for minecraft, but try making sure that windows defender is off for your mods, and then reload up a backup save. i had the same issue with another game and it turns out windows defender kept corrupting my save files.

Our v14 server has an issue where we all went to the end defeated the dragon then scattered but since yesterday night once anybody tries to go from the end to the overworld the server says it can't keep up, it timed out and is waiting for world statistics and then crashes...

Figured it out, sorry. For anyone else having this issue, the recipe is different for shields from vanilla. Still not sure why nothing shows in the JEI search, but if you flip through the pages you should be able to find the shields.
