Except it's not even close to being in beta stage. What we've currently seen is still very early development. It would probably put way more strain on development having it be in that state as an open test like that. There are reasons it's being done the way it is.

The game was built completely from the ground up, not built off of the previous games. You know how Skate 3 came out pretty quickly after skate 2? This was because it was built off of what was already there in skate 2 so development could go faster.
In the Board Room videos they showed how everything was built from scratch, all fresh motion captures, everything
