You don't withdraw rewards if you're claiming them as ILV, you claim them (and they get staked). If you're claiming rewards as sILV2 it should be as soon as the transaction goes through.

I mean, it would be a pretty big waste of capital (IMO) if they didn't utilize the arena. They'd probably be better off selling it to someone who would use it accordingly, or even having someone manage it for them.
