No, when a new set comes out the current plan is to have the chance for the set before to be 0%. And the exact numbers for that bonding curve might differ per Illuvial. These details are not out.

In general you are correct though, yes. Every time someone captures a particular Illuvial, it will be harder to find another copy of it for everyone

• craft items

• wager on battles

• …

BUT, while the game will be free to play, in order to participate in the earning part of the economy a bit of money needs to be invested (not even close to entry fees in some other games though). Early on you might even be able to get to the paid regions just by grinding the free Tier 0 stuff because some people will pay for it on the marketplace to get ahead.
