BUT, while the game will be free to play, in order to participate in the earning part of the economy a bit of money needs to be invested (not even close to entry fees in some other games though). Early on you might even be able to get to the paid regions just by grinding the free Tier 0 stuff because some people will pay for it on the marketplace to get ahead.

To Claim as ILV or sILV, If you claim ILV it is automatically re-staked and vested (locked) for 12 months but has a weighting of 2 (1 ILV counts as if you had 2 ILV staked) OR you can claim as sILV, sILV doesn't get staked and sits in your wallet, it can only be used for in-game purchases.
