I don't personally have patch notes, no.
However, I do know how the fuel bonus is generated.

Basically, it's the difference in the top rail price, compared to what land holders are actually selling for. For example, if the top rail is 0,10 but the land holders actually sell it to you for 0.8, you will still pay for the 0.10 amount, but get the price difference as a 'bonus'

Just the stages. All regions are the same in terms of tier of items that are found. The only difference with the regions is the affinity illuvials you'll find more commonly.
i.e: brightland will be more common for air/nature
Crimson waste will be more common for Fire/Earth
Abyysal will be more common for water/nature etc etc

The STAEG region you enter, will determine the rarity/tier of essences, ores, shards etc that you find
