I do not think that any marketing should be going through an IIP. What the council should only be deciding on is earmarking budget spend for marketing then let the marketing do their thing.

You would just have checks and balances per quarter on what marketing has done and what type of ROI or impact it had. Then do micro adjustments. I would go as far to say that any IIP on marketing is more to tell them NOT to spend more money on.

So say this convention, if (godforbid) it bombs and there was no value in joining this or any convention, then have the council decide if marketing should be barred from spending on these.
