Yes, it is. Every illuvial has 3 stages. You fuse 3 of the same stage illivial to get 1 higher stage illuvial. To do that you need to level up the illuvial first. And then you go to the fusing station in sanctum mesa. It is near the teleporter

It is more a total exp requirement across all 3 Illuvials. But if you level only 1 it is lvl 20 for stage 2 and lvl 40 for stage 3. Or lower if you level multiple illuvials. But exp is exponential. So level 40 is way harde than lvl 20

You can do the points math for whatever combo you're looking at. For example, if you had 2x T5S2 holo and 1x T5S2 DH.
Points invested is 2x 20000 for holos + 1x 200000 for 240k total.
Outcomes are:
DH T5S3 (1/3 of the time) = 1000000, or 333k on average.
Holo T5S3 (2/3 of the time) = 100000, or 66k on average.
Over enough trials, on average you'd be turning 240k point investment into 400k points.
In practice, 2/3 of the time you'd be converting 240k points into 100k points, and 1/3 of the time getting lucky by quadrupling your point investment.
Do check my math, I just put this together for fun.
