I would guess that they don't have all the animations ready for every illuvial in OW. So they put only the illuvials there that are working

Imagine a Rhamphyre running there. That would look really weird and not good. I think they implement unique chasings for every illuvial and the illuvials we are seeing are placeholders

I would say we can have both. Chasing Stage 1 illuvials that are easy to shoot (like it is now) and scan to hope for a better illuvial in the encounter. And have stage 3 Illuvials in the OW that have higher resistance an are harder to shoot. But are fun to chase and if you miss them the will reappear on another place anyway. So you just have to luck around and try again

overall power - I've seen this question a couple of times now. The stat modifiers are more abstract than what they were before, you might send some feedback suggesting more clarity in the UI. But in short, overall power is an extra boost to the other stats
stats & levels - yes, levels affect stats
max level - technically it's unlimited, practically it depends on how much time you want to spend grinding out another level with exponential requirements 😛
fusing stats - stats for the new illuvial are some combination of the stats for the fused ones. better inputs = better chance of a good output

When you fuse, the evolved illuvial will have, for each stat, the stat level of one of the three illuvials participating in the fusion.

Example: you fuse an illuvial with 1/6 defense stat and 2 illuvials with 6/6 defense stat.

There will be 1/3 chance to get the evolution with 1/6 defense stat and 2/3 to get the evolution with 6/6 defense stat.

In other words, if you want a guaranteed perfect evolution you must fuse illuvials with perfect stats. Otherwise there is always risk
