Even if they are mainly customs the log in still counts. So they have about 16h of play time on different modes, but also 16 days of logging in

Yes bots are present in all ranks. But the higher you climb the less bots you'll get, however, their difficulty will increase as well with the game's average rank

You play with many bots until you reach Solar-Empyrean, once you reached those ranks you will find bots less and more players but then again it just depends on what time you queue
