It really depends where you're at in the game

Early on, gold hero cards. If most of your base heroes have decent levels, probably promoter 2s. If you're around hq34, it's probably time to start saving up tubes. You need tens of thousands between hq36 and hq38

That is the only good thing that came from the changes they made. The achievements are not as difficult to get now. Out of all the old 'Place Top 3' style achievos, I only need the Nanoweapon one now. But that is 30 million points, and that isn't near as easy to score that many points as it is to score 94.5 million in stuff like g/m/c, unless you are willing to use a bunch of modifier boxes.
