Earlier I was playing ark with my little sister on primitive plus, we chose the island thinking we were gonna have a fun time, we noticed there were no dinos, we walked around, still saw no dinos, I typed the destroy wild dinos command, no dinos appeared, it felt like we were playing a horror game

Primitive Plus is basically unsupported at this point and is broken.

No dinos, no drops, items don't craft correctly, structures don't snap correctly.

Understandable, if you have a lot if dinos sitting out around your base it might help to pick them up in cryopods. Ark always crashes when I leave single player and almost always if I leave a session.

People can trade you the items the engrams allow you to craft like egg incubators but you have to get the engrams if you want to craft them yourself

Yes, your charcter gets the engrams once you transfer to a genesis map. You dont have to stay on that map to use them but you have to visit it at least once to unlock them.

It's basically you going into your game files on your pc like

So when you use it, it's like a roleback to that save file

Type in the console (tab) setcheatplayer true and then look at you structure (gate, foundation etc.) That will show you white text: team [random numbers] then type in console TakeTribe [random numbers] then you should be owner of all you dinos and structures.
