Whether or not they can be placed in the first place is probably immaterial if they were there before and now aren't. Sounds like a player or admin may have removed them (or the foundation under them).

As I understand it, a 9999 ping just means the server hasn't been pinged by the game (or something along those lines) and isn't an actual ping
