Seems like they are stuck. If tranq bolts are available try to get on the rock and shoot the higher level one, with luck it does not move and the lower level one despawns after it has gone down. So its a low effort tame.

Look on dododex . Com (can't add links. ) website. It have all the ark animals. You just choose the level of the animal and what rates you got and it will show how much food is needed. But always bring some extra. Its not always 100% right
