I had the same problem with the transfer so I tested some EU servers and:
EU LC 6326 no character in the data
EU CT 5598 no character in the data
EU VA 6233 always has a character in the data

Just try another servers to download and it should work 100%

The way i did it was first it was it was blank on character creation so i reseted my game then went back to the server i traveled to and sat at the character creation screen for a bit

when uploading something, make sure to also upload a piece of hide or whatever resource. I noticed last item always bug out and dont download so that piece will somehow prevent your precious item to lose.
