If someone is active user and not usually breaking any rules, you shouldn't give this user perm ban, instead just ban longer than a month so they can come back
But this rule doesn't apply to always annoying users

We had that months ago with the same purpose, most newbies/inactive users vote then never talk in the server again regardless of us actually making the channel. We made a Japanese channel after it received enough votes and more than half of the people talking in that channel were trolls using translators or just posting memes about anime. We also received enough votes for Italian chat, needed a moderator, only 3 people applied so it didn't happen.

So the suggestion channel doesn't really work as a proper way of determining whether we have enough active people speaking a certain language.

Chinese chat there must be a decent amount of speakers here; though I will acknowledge that since there are many natively Chinese mainland users on Discord against national law it might be risky to pose as promoting the use of forbidden social media software - but hey there are Hong Kong and Taiwanese people here as well, most likely.
