theres no statement saying that 60hz is banned in competetive lobbies. the only thing that they state is that if you are using it for competitive advantages is that players may report you for that
they recommend for fair gameplay on staying on the same level of hz however there isnt a straight up rule of "no 60hz" (anything under 60 is bannable), technically speaking you can still be reported for using anything from 60-120 if you have an advantage over other players see the ?canireport command
however I dont even believe that changing hz works at the moment at least for quest players (even if you did manage to change it would still feel the same due to an update about it a long time ago

youre limiting ur fps to below what it’s tested on and supposed to be at so expect issues sometimes
