Item is a rune, name: THURISAZ (Google it)
Effect: on use procs all on effect/use items/trinketsz pills, cards, gambling mahcines, and beggers without comsumtion of resource other then the rune in the current room Isaac is in. (so a full charged active wouldnt or if not full would still be activated but not lose charge and pills/cards wouldnt be consumed). This includes passive items, trinkets, active, card, pill. As for passive an example would be revenge spider would proc, or the one where youbget a damdge buff when losing health to even the one that has a chance to charge active items on killing enimies. This rune can only be activated by the player and only 1 can exist at a time. So to find more then 1 per floor the first must be used and get lucky finding another.
