There is a very important point. Once the number of troops in the Divine Retribution is under 3m, the timer stops resetting when you click on it

This means that if you have 5m troops for example in Divine Retribution, you will lose any troops over 3m if you don't click it every 6 hours (i.e. set a timer when you go to sleep). It also indicates that 3m troops will be safe no matter what.

Max limit is unknown. It is either 50m or proportional to your account (from options igg gave, but don't know how proportion is calculated)

So you will lose around 20-25% troops from a zero basically

There is also no migration restriction with troops incoming to providence as tested by darnith
