that's the founders cape, not the beta cape

you can purchase the founders cape on both live and beta, it will be free on beta because IAPs don't cost any money to test it. the beta cape isn't available anymore, but its very similar to the founders cape and works the same

Returning seasonal items works the same way in beta as it does in live, through traveling spirits. The stones in the realms are for base-game spirits. Also travelers appear in beta at the same time as live, not before.
