The reason is that area is phased to the individual player's progression. so if you are progressed through the green light and your friend is still on the first light (red) it would be weird for your friend to see you sitting on something that isn't there for them. So there is intentionally no collision for the oars.

For any IAP, the platform you purchased it on (aka Google or Apple) takes a % of the amount as a transaction fee. A portion to pay the salary of the designers that created the item itself (engineering, art, etc) and the remainder to charity. That's why you'll usually see something to the effect of "net proceeds to charity" unless specified otherwise.
