Yes, its for playing fetch, like I said. The manatee also ignores your commands if the toy is on the ground and not in its mouth or your hands and will steal it from your friends and strangers hands if they pick it up.

I've been in the new seasonal area several times now over the part 3 days, and have found that I only get the cutscene and 10 hour fast charge blessing when I bring in a friend who doesn't have the cape yet unlocked.

I've taken friends with the cape unlocked, but not wearing it, and the cutscene didn't play.
I've been several times alone and the cutscene didn't play.
But 3/3 times that I've taken a friend who hasn't unlocked the ultimate cape yet, and I have gotten the cutscene on the first time each day I enter with them.

So theory:
Elder blessing is based on taking a friend who has not yet unlocked the ultimate cape.

Update: also seem to get it by going in solo on the hour (TGC timezone)

Update 2: the cutscene doesn't play if you are already in the temple, only when you enter, you can leave and reenter at the hour (TGC time) and in re-entry the cutscene plays

The cutscene can play when you are alone and you have the cape (I even have it recorded). It only plays when you enter the Sanctuary right as the new hour rolls in and you have to re-enter if you are already inside.
