Actually, I think it's tied to the spirits themselves, the game is registering the spirits as new emotes even though only one of them actually has an emote

Since it's currently not visible in any of the trees, I'm assuming it'll be available towards the end. My assumption is it'll be like some of the other animal calls, where we obtain it in world, like the skeleton in Forest and the manta in Vault. The end of the story will likely be us interacting with the real blue bird, and that's where it'll appear if I'm correct.

So, for now, we just gotta wait.
