First find the log water slide. Then walk to the tree that stands behind it on the hill (the one with the little pond of water at its base) - you should see a stream of water falling down from it. Fly up (or honk to have nearby butterflies lift you) to find the popsicle floating near the top of this "waterfall".

There’s towel capes and surf board spells with the shop boat at Home! You could get some there or by the lemonade table at granny’s (there’s a pile of sticks where you can get them free)

The event guide sells the towel capes for tickets. The surf board is an In App Purchase item you can buy with real money in the game’s shop
